Human rights: the Netherlands and Ukraine

Human Rights Tulip

The Netherlands supports human rights defenders. Every year the Dutch government presents an award called the Human Rights Tulip.

Equal rights

The Netherlands works for equal rights for lesbian, gay, bisexual and transgender people. It also promotes equal rights for women.

Freedom

The Netherlands combats human rights violations and promotes freedom of expression, freedom of religion and belief, and internet freedom. Discrimination on the grounds of religion, belief, political opinion, race or sex or on any other grounds is not permitted.

Trade and development cooperation

The Netherlands also addresses human rights in its trade and development relationships.

Human Rights Ambassador

The Netherlands has a Human Rights Ambassador and a Human Rights Fund.

Human rights: the Netherlands and your country or region

The Dutch embassy in Kyiv has a few programmes running to support the promotion of human rights in Ukraine. Besides the Human Rights Fund, there is the Shelter Programme and the Accountability Fund (a development cooperation instrument).

The Embassy of the Kingdom of the Netherlands in Ukraine is pleased to invite Ukrainian human rights NGOs to participate in the call for project proposals within the framework of the Human Rights Fund 2018 of the Ministry of Foreign Affairs of the Netherlands. 

In line with the Dutch human rights policy document “Justice and respect for all”, the overall objective of the Human Rights Fund is to support initiatives that promote implementation of fundamental freedoms and protection of the rights of people who are subject to discrimination.  Furthermore, the Fund aims to support implementation of international human rights agreements.

In order to support strategic interventions in human rights promotion, the call for project proposals in 2018 identifies the following priority areas:

  • Promoting freedom of expression, including the freedom of the media;
  • Promoting the work of human rights defenders;
  • Enabling access to justice;
  • Combatting discrimination, including against LGBTI people.

Applicant organizations should meet the following requirements:

  • Be registered according to Ukrainian legislation and work in the field in line with organisation’s statute;
  • Have adequate track record and proven management capacity and expertise in the selected area(s) of intervention;
  • Have an efficient decision-making structure which can take legal responsibility for the administration and use of funds;
  • Have the necessary capacity and the network to achieve stated results;
  • Have anti-fraud strategies, sound financial management and accounting procedures.

In order to qualify for support, the proposal is expected to comply with the following criteria:

  • Demonstrate the change-making potential in one or more of the above-mentioned priority areas;
  • Ensure equal women participation;
  • Be designed in accordance with an application form;
  • Budgeted between UAH 1.000.000 and UAH 2.000.000;
  • Project duration should correspond to planned activities, but not exceed 24 months;
  • Identify the organization’s own financial and in-kind resources allocated to the proposed project (not less than 15 %);
  • Not duplicate activities funded by other donor organizations;
  • The starting date of the project should be not earlier than 1 June 2018.

The Embassy encourages collaboration with other NGOs working in the field of human rights and/or with relevant authorities.

Submission of the project proposal:

A soft copy of the project proposal in English should be sent before 1 February 2018 to kie-matra@minbuza.nl.  A hard copy of the project proposal with all supporting documents should be posted or delivered to the following address:

The selection of the projects to be supported under the Dutch Human Rights Fund Programme will take place by 1 April 2018 at the latest.  All applicants will be informed in writing of the results.  All questions related to this call for proposals should be forwarded to: kie-matra@minbuza.nl.
